YOUR VILLAGE NEEDS YOU!

Boxford - I'm seeking your support as your Parish Council Chairman. I, like my fellow Parish Councillors past and present, feel passionate about giving the Village a voice in Local Council matters. I, like others, take pride in our beautiful Village with a heart. We have a vibrant community, businesses and organisations all working hard to enhance village life.

At Boxford Parish Council, we are now down to only 4 members, which leaves 5 Vacancies. You will appreciate the considerable challenge involved operating with such low numbers and the likelihood of cancelled meetings as a result.
Our meetings are currently held by video conferencing, so you can participate from home. We work closely with village organisations and provide grants for important village services.

We are consulted on various matters affecting the quality of Village Life including Highways and Planning. The low numbers really limits our opportunity to pro-actively resolve and improve things important to the Village. So, if you ever think why can't the Council do something about .........? this is your opportunity to get involved.

A strong Parish Council representative of the whole community has huge benefits to the Village and you could play your part. If you would like to get more of an idea on what the role would involve, why not take a look at our meeting minutes.

Full training from the Association of Local Councils can be provided, so don't be put off by lack of direct experience. BRITISH HORSE SOCIETY 2026 - HISTORICAL RESEARCHER

Do you hack out? Do you know whether the routes you ride on are legally recorded?

"Find the missing pieces, fill in the gaps, complete the jigsaw!"

On 1st January 2026, historical routes in England that aren't properly recorded will be lost to the public forever. We are looking for people to volunteer their time to help us identify and register these routes before it's too late.

SECURE ONLINE MEETINGS

Boxford Parish Council are very pleased to confirm that we have confirmation of a change in legislation regarding how we can conduct future meetings.

The new legislation allows for annual meetings to be postponed until next year and allows us to conduct our normal meetings on-line using digital channels.

The council is looking to resume its regular monthly meeting from the 1st June 2020 via the online platform Zoom, until such time as we are able to safely resume holding meetings in person. Zoom allows us to hold a meeting in a secure area and gives us the option to invite members of the public to join the meeting.

All meetings will be advertised via the Boxford Parish Council website. If members of the public wish to join the meeting, they are welcome to contact the clerk, Debbie Hattrell for instructions on how to join.

For members of the public who are unable to join theses meetings, then please contact either Debbie or a member of the council, so that your views or concerns can be discussed during the meeting.

BOXFORD PARISH COUNCIL CORONAVIRUS UPDATE

The current outbreak of coronavirus (Covid-19) is an unprecedented situation that the parish council has been closely monitoring.

Following recent Government advice and their announcement to implement increased social distancing and avoid social gatherings, Boxford Parish Council has taken the very hard decision topostpone parish council meetings for April and May.

The law currently requires the parish council to hold an annual meeting, during the month of May, plus not less than three other meetings during a year. It is currently proposed to schedule the annual meeting for as late in May as possible, however we are awaiting further guidance regarding both this and the Annual Parish Meeting and whether council meetings may have to be postponed beyond May. Further updates will be shared via the website and village noticeboards once received.

Basic Crime Reduction Advice from Suffolk Police

Always keep sheds locked, with a good quality close shackle padlock; ensure sheds are behind a secure perimeter; use dusk to dawn lighting; use hasp and staples, a padbar, or coach bolts or non-tamper screws to fasten hinges/hasps; security mark property, with your house number and post code and register your belongings at immobilise.com; fit anchor points to secure items; have a monitored alarm fitted (i.e. texting alarm), and avoid storing high value items.

Register serial numbers of tools and equipment via Immobilise https://www.immobilise.com/ and make a personal record. This will help identify items if they are found, and speed up the process of returning items to the owners.

NOTICE IS HEREBY GIVEN

that three casual vacancies have arisen in the Office of Councillor for the Parish Council.

If by 20 September 2018 (14 working days after the date of this notice) a request for an election to fill the said vacancies is made in writing to the Returning Officer at Babergh District Council, Endeavour House, 8 Russell Road, Ipswich, Suffolk, IP1 2BX by TEN electors for the said Parish, an election will be held to fill the said vacancies. Otherwise the vacancies will be filled by co-option.

If an election is called, it will take place not later than 22 November 2018.

COMMUNITY ENGAGEMENT OFFICER

In June, Suffolk Police created nine Community Engagement officers, covering all the policing sectors across Suffolk. I am one of these CEO's and I cover the Sudbury and Haverhill sectors.
Our role is split into two main areas

Firstly
To keep the Sudbury and Haverhill communities updated with what is happening in their areas. This will include updates of crimes that have occurred, appeals for assistance with incidents such as missing persons, suspicious activity and stolen property reports.

I will also be telling you what your local Police Officers, Special Constables, Cadets and Police Volunteers have been doing.

Secondly
I want you to be able to tell me what's happening in your area. There are so many non-profit making organizations, clubs and individuals who provide services to the community. I would like to promote these and be a source of information in your community. I plan to attend as many of these as I can and also the Fetes, Fairs and open days.

So how am I going to do this?

GOODLANDS 2 PLANNING APPEAL

Landex Ltd have launched an appeal The against Babergh DC's refusal of planning permission (by a 7-6 vote at the planning committee last November) for 20 more houses at Goodlands Farm (off Daking Avenue, Boxford)
Landex lodged the appeal on 6 March 2018. It will be some time before it is determined but there is an important deadline coming up. The appeal will be decided after a public inquiry (time estimate, two days): dates yet to be fixed, but likely to be several months away. It is essential that the hearing should be heard in the Boxford Village Hall, not at Babergh's 'new' council offices miles away in Ipswich. Bryn Hurren our District Councillor is already 'on the case' over this. The main issue at the appeal will be the highways issue, and the effect of traffic from the development on Swan Street. At the inquiry residents will be able to speak, but written submissions or comments from interested parties must be sent to the Planning Inspectorate by Wednesday 9 May 2018. They can be submitted online at https://acp.planninginspectorate.gov.uk. If anyone doesn't have access to the internet, comments can be sent (3 copies are required) to: The Planning Inspectorate 3M Temple Quay House 2 The Square Temple Quay Bristol BS1 6PN. All representations must quote the appeal reference: APP/D3505/W/18/3197391. (Photographs of traffic congestion/holdups in Swan Street would be particularly useful: give dates.)

We appreciate there will be various opinions on this matter and it would be most helpful to hear your views on the best approach.

LOCAL NEEDS HOUSING OPEN DAY

A big landmark was achieved on 9th April with the first official showing of the Local Needs Housing Project at Stationfield Sandhill. It was heartening to see so many local families attending and asking questions and showing genuine interest. We had over 100 people attending and council reps and myself were kept very busy. Thank you to all who came.

PETITION TO THE GOVERNMENT FOR BETTER MOBILE PHONE SIGNAL

I am writing to you to encourage you, as a resident of one of South Suffolk's notorious 'not spots' to add your name to a petition tat I intend to submit to the government, calling for better mobile phone coverage in South Suffolk. Specifically, it calls for a new round of funding for the Mobile Infrastructure Project (MIP) which has previously provided money from central Government for new mobile phone masts in rural 'not spots' - i.e. where there is little or no signal but where a new mast would not normally be commercially viable. Of course, any new masts MUST be appropriately sited and the normal planning process applies - but I would stress that this funding offers the only way that some villages will overcome bad signal in the near future. Most importantly, the Budget is in mid-March and many other causes will be seeking funding; I am therefore asking for your help to make sure that our voice is heard!
